They're designed to configure a device quickly, without installing a new image. Provisioning packages are containers that include a set of configuration settings. Using group policy objects (GPO), you can manage different parts of the Start menu and taskbar. In those cases, the Target Selector should be hidden. However in those cases, the Launch Target selection doesn't make much sense since it in theory always shows Local, even if it has a Target setting in the config itself. The "old" style launch configuration types would still appear in the Launch Bar since that's proven to be very useful. They truly become fixed to the selection in the dialog and only one configuration matches the triple. There would be no way to manually remove or duplicate launch configurations. The only way to edit them would be through the launch bar settings button (the gear). The "new" style launch configuration types would be marked "public=false" so they do not appear in the old UI. This bug proposes a separation of launch config types between ones that leverage the launch bar for target management, and ones that do not.
